What we publish, and how a name gets attached.
The Index publishes weekly and names no directory in it. A plan receives its own findings, with the evidence, and can respond on the same thread.
What the site publishes
- The Index. One market-wide level per published run, the spread across bands, and how far the run reached. It does not identify the directories in it, and nothing published about the current run does. Superseded runs keep the page and the dated file they were published with, constituents named, in the archive.
- Brand, state and county pages. Built from public CMS registrations and already-public federal and legal records, each record labelled with the programme it was measured in. They carry no rate and no band. A county page carried one until 2 September 2026, beside the file an issuer registers; it was the last Rollcall judgement attached to a name on this site.
Before a finding is attributed to a named organization
- The measurement is frozen. The snapshot, the denominator, the attribution chain and every qualified finding are verified against the published methodology version before anyone is contacted.
- Notice goes to subscribers. Any organization can subscribe, free, at findings@rollcall.health and receives every finding that names it, with the result, the methodology version it was calculated under, and the evidence, when it publishes, on a thread it can reply to. We do not privately notice organizations that have not subscribed, because we will not pretend to a notification reach across a national panel that we do not have. For them, publication is the notice.
- The notice is editorial. It carries no pricing, no offer, and no suggestion that publication can be prevented by becoming a customer. Corrections are reviewed on their evidence regardless of any commercial relationship, under the commercial independence policy.
- Corrections with evidence change the result. A factual, methodological or attribution correction that survives review is applied before publication, and the change is recorded.
- No response is recorded as no response. Silence is never presented as confirmation, and the published page says what was received.
After publication
- Right of reply. A named page carries the organization's response, or the dated absence of one.
- Corrections append; they never overwrite. A published number is not silently edited. A correction is a new dated entry beside the old one, with what changed and why.
- Methodology changes start a new series. A change in how a number is calculated is a visible break with a new version, never a restatement of history.
